Commercial parking lot
Private lighting circuits, communications, storm infrastructure, water, sewer, or unknown utilities under asphalt are more likely to be quoted by scope than priced as a simple residential service call.

Is 811 free?
811 and private utility locating are different services. The 811 system connects excavators with the appropriate state notification center so participating underground facility owners can respond to a locate request. Public one-call locates are generally provided without a direct fee to the person submitting the ticket.
Privately owned facilities may fall outside a participating utility company's locate responsibility. Colorado 811 states that private lines are not registered with the notification center, are not part of an 811 locate request, and must be located at the owner's expense by a private locating company — and advises contacting one only after the 811 request is submitted and the ticket confirmed.
