Utility Potholing & Daylighting Services
Utility potholing, also called daylighting in this context, physically exposes a selected utility at a controlled test hole so its position, depth, material, size, or condition can be observed. Providers commonly use water or air vacuum excavation to loosen and remove soil with less mechanical force near the target. The method still requires utility planning, safe excavation procedures, access, spoil management, and restoration; it does not replace broader locating or engineering work.
What utility potholing and daylighting verify
Surface locating estimates an alignment; potholing reveals the utility at a selected point. Once safely exposed, the team can observe top elevation, horizontal position, material, outside dimensions, configuration, and visible condition as required by the scope. The test hole represents that point, not the entire route.
Exposure sits at the end of a sequence rather than replacing it. A private utility locate or a public one-call response establishes where to dig, utility mapping turns what was found into a record, and the test hole converts one interpreted position into a measured one.

Potholing, daylighting, vacuum excavation, locating, and SUE
These six terms are used interchangeably in the field and mean different things in a contract. Two of them name a purpose, one names an excavation technique, and the rest name adjacent processes that potholing supports without belonging to. Getting them apart matters because a quote priced for one is not a quote for another.
The shortest version: potholing and daylighting describe why you are digging, vacuum excavation describes how, and locating, mapping, and SUE are the wider processes a test hole feeds into. A proposal should say which of the six it is actually offering.

Hydrovac and air-vacuum excavation methods
Vacuum excavation combines a soil-loosening method with suction. Hydrovac uses pressurized water; air-vacuum excavation uses compressed air. Equipment, pressure, nozzle, soil, utility material, temperature, spoil handling, and site requirements affect method selection. A “non-destructive” label does not mean damage is impossible.

Planning, exposing, measuring, and restoring a test hole
A controlled scope identifies the target from records and surface locating, selects the test-hole position, confirms applicable notifications and permits, establishes traffic and site controls, breaks the surface when required, excavates toward the target, exposes and measures it, documents observations, then backfills and restores according to the project requirements.
Within formal subsurface utility engineering, selected test holes can support Quality Level A information when the complete engineering, survey, measurement, and documentation requirements are met. Potholing by itself is not the entire SUE process.
When utility potholing is required
There is no single national rule that makes a test hole mandatory. Whether one is required on a given project comes from the contract documents, the design specification, the utility owner's own requirements for work near its facilities, and the excavation rules that apply where the work is happening. Those sources frequently do require it, and they say so in their own terms rather than in a common one — which is why the answer has to be read off the project rather than looked up.
Beyond a stated requirement, the practical trigger is the gap between what a surface locate can tell you and what the work needs to know. A locate establishes an approximate horizontal position. It does not measure depth, confirm pipe size or material, or resolve which of two adjacent lines is which. Where a decision turns on any of those, exposure is the only method that answers it.
A design conflict has to be resolved
Where a proposed crossing, tie-in, or clearance depends on the existing line's actual elevation rather than a records depth.
Boring or trenchless work is planned
Directional drilling and auger boring cross utilities blind, so entry, exit, and crossing points are commonly exposed first.
The locate is ambiguous
Parallel lines, congested corridors, conflicting records, or a signal that will not resolve into one alignment.
The utility owner requires it
Owners of high-consequence facilities frequently set their own exposure requirements for work within a stated distance.
Quality Level A information is specified
A design calling for the highest SUE quality level is calling for exposure and survey, not a better surface locate.
Site controls, limitations, and cost factors
Congested utilities, fragile or unknown materials, reinforced pavement, contaminated soil, groundwater, frozen ground, limited truck access, traffic, overhead clearance, noise, slurry containment, disposal, permits, and restoration can change feasibility. The provider must use procedures appropriate to the utility owner, site, equipment, and jurisdiction.
Price depends on mobilization, number and depth of test holes, surface material, soil, access, traffic control, disposal, restoration, survey and documentation, work hours, and standby conditions. A quote should define these assumptions instead of relying on a universal price range.

Is utility potholing the same as daylighting?
The terms commonly overlap when daylighting means exposing an existing utility at a selected point. The proposal should still define the excavation method, test-hole dimensions, measurements, restoration, and deliverables.
Does vacuum excavation guarantee no utility damage?
No. It can reduce mechanical excavation force near a target, but pressure, nozzle use, utility condition, material, congestion, and operator procedures still matter. Safe-digging and owner requirements remain applicable.
Does one test hole confirm the entire utility depth?
No. It confirms observed information at the exposed point. Utilities can change elevation, direction, material, or configuration elsewhere along the route.
What is potholing for underground utilities?
Digging a small, controlled hole down to an existing buried utility so it can be seen and measured rather than estimated. It is normally done with vacuum excavation to reduce the mechanical force applied near the line, and it answers questions a surface locate cannot: actual depth, pipe size and material, and which of several adjacent lines is which.
Is potholing the same as vacuum excavation?
No. Potholing is the purpose — exposing a utility at a chosen point. Vacuum excavation is the technique most often used to do it, and the same technique is used for wider excavation that has nothing to do with verifying a utility. A quote for vacuum excavation is not automatically a quote for a documented utility test hole.
Is potholing always part of SUE?
Potholing can support Quality Level A information within a formal SUE scope, but physical exposure is also performed for other construction or verification needs. Potholing alone does not constitute SUE.
